  • Enhance human capacity for Somali public sector employees through Somali owned-Somali led capacity-building projects.
  • Harmonise or standardise institution human capacity in all government levels.
  • Improve common public sector management functions incl. key ministers.
  • Improve civil servant management functions incl. policy planning, design and implementation.
  • Arrangement of productive conferences designed to promote dialog, inclusion and community cohesion.
  • Effective coordination with the international community and international organisations.
